The Situation
Municipalities often face a common challenge: advancing community development goals with limited staff capacity and technical expertise. From pursuing state designations to securing competitive funding, many small towns needed additional guidance to navigate complex planning and implementation processes. Recognizing this need, a regional development agency engaged Rivers & Roads Consulting to conceptualize and design a program that would provide municipalities with the hands-on support required to move projects from idea to action.
The Challenge
Local governments often operate with lean staff and constrained budgets, leaving little bandwidth to pursue large-scale revitalization or infrastructure initiatives. As a result, promising opportunities—such as Main Street or Arts & Entertainment District designations—were often out of reach despite strong community interest. The program needed to:
- Provide consistent technical assistance to municipalities with limited capacity.
- Strengthen the pipeline of development-ready projects across the region.
- Encourage collaboration between local governments and regional partners.
- Establish a framework for tracking outcomes and demonstrating measurable impact.
The challenge was to design a model that was both scalable and replicable—delivering tangible results while accommodating the unique needs of each community.
The Approach
Rivers & Roads Consulting was contracted to conceptualize and build the Municipal Development Consulting Program (MDCP) from the ground up. Drawing on extensive experience in municipal planning, community development, and grant administration, the firm designed a program that positioned local governments for long-term success.
The process involved:
- Program Design and Framework Development – Establishing clear criteria, eligibility, and service structures to ensure equitable access for municipalities across three counties.
- Technical Assistance Model – Outlining how Rivers & Roads consultants would provide hands-on support for community projects, from early-stage planning through implementation.
- Funding Alignment – Integrating strategies to help municipalities secure state designations and qualify for additional funding programs, such as Main Street Maryland and Arts & Entertainment Districts.
- Performance Measurement – Creating outcome metrics to evaluate impact, including the number of designations achieved and the value of public and private investment leveraged.
The Results
The MDCP created a first-of-its-kind regional support structure for small municipalities seeking to enhance quality of life and economic opportunity. The program ensures that even the smallest towns have access to professional consulting services—helping them conceptualize, fund, and execute transformative projects.
Participating municipalities are now better equipped to pursue designations and implement strategic initiatives that improve public spaces, support small businesses, and celebrate local culture. By emphasizing measurable results, the program provides both accountability and proof of impact for participating communities.
The Impact
The Municipal Development Consulting Program demonstrates how regional collaboration and targeted technical assistance can strengthen the foundation for sustainable community growth. Through its work with the Upper Shore Regional Council, Rivers & Roads developed a scalable model that transforms regional investment into actionable local outcomes.
By bridging the gap between vision and implementation, the program empowers towns to take ownership of their future—creating pathways for revitalization, economic development, and lasting quality-of-life improvements across the Upper Shore.
