About Ruth

Dr. Ruth Shoge brings two decades of leadership experience at the intersection of healthcare, education, and organizational strategy. In 2021, she was recruited to the University of California, Berkeley School of Optometry & Vision Science as the school’s inaugural Chief Diversity Officer, where she led initiatives that produced measurable, system-level change in recruitment, performance, and culture.

Within a few years, Dr. Shoge helped drive one of the most significant representation shifts in the school’s 100-year history, including a sustained four-fold increase in Black student admissions. More importantly, these gains translated into meaningful student success outcomes: the proportion of Black students required to repeat their first year declined dramatically, dropping from approximately 80% to 30% or less. This work reflected not only changes in recruitment strategy, but deeper institutional shifts in mentorship, learning environments, and academic support systems.

Her leadership has focused on designing practical solutions to complex organizational challenges — aligning strategy, culture, and performance. Through targeted pathway programs, stakeholder engagement, and structural interventions, she has supported durable improvements in both access and achievement, demonstrating how thoughtful organizational design can produce quantifiable results.

In addition to her executive leadership role, Dr. Shoge has contributed nationally to healthcare and professional development initiatives. She serves as a Board Member for Prevent Blindness and has advised major industry organizations, including Johnson & Johnson Vision. Her expertise has informed continuing education and professional programs developed for large insurers such as VSP and UnitedHealthcare Vision and thousands of their member providers.

Dr. Shoge is widely recognized for her ability to translate complex social, educational, and organizational dynamics into actionable strategies. Her work is grounded in outcomes — improving performance, strengthening institutions, and creating environments where individuals and organizations can thrive.

Ruth is a frequent national and international speaker on topics including health equity, culturally responsive care, workforce diversity, bias awareness, pediatric vision, concussion-related vision disorders, and DEIB leadership. She has presented at major professional conferences and webinars across healthcare, optometry, and public health.

She is also a published researcher and contributor to peer-reviewed journals, with work focused on access to care, disparities in vision health, workforce diversity, and evidence-informed approaches to improving outcomes for underserved populations. Her research includes participation as an investigator in multiple federally funded studies and large national research collaboratives.
