Rock Hall Marine Trades Workforce Study Completed, Outlining Strategic Next Steps for Industry Growth

Rock Hall, MD – Rivers & Roads Consulting, in partnership with regional stakeholders, has completed the Rock Hall Marine Trades Workforce Development Feasibility Study, providing a clear roadmap for addressing workforce challenges in one of Maryland’s most vital maritime sectors. Funded by the Upper Shore Regional Council, the study engaged key partners—including Chesapeake College, the Upper Shore Workforce Investment Board, and the Chesapeake Bay Maritime Museum—to evaluate industry needs and workforce readiness in the region.

With Rock Hall’s marine trades industry serving as an economic driver for the Upper Shore, the study assessed critical labor shortages, skills gaps, and infrastructure needs. Through direct engagement with local businesses, educational institutions, and workforce leaders, the study examined the feasibility of establishing a dedicated training center to equip future generations with the technical skills necessary for success in the industry.

The study’s key finding: launching a full-scale training center at this time is not viable. Financial and logistical constraints present significant challenges to establishing a standalone facility. Instead, the study recommends a strategic, phased approach, beginning with the appointment of a Program Coordinator for Marine Trades Workforce Development. This role will focus on building industry partnerships, strengthening training pathways, and facilitating workforce initiatives that directly align with employer needs.
