
New report reflects extensive community engagement, regional analysis, and long-term planning for aging services
Chestertown, MD — Rivers & Roads Consulting has completed a comprehensive Needs Assessment examining the evolving needs of older adults across Caroline, Kent, and Talbot Counties. The report was led and developed by Chris Wheedleton and Margaret Knudsen of Rivers & Roads in partnership with Upper Shore Aging leadership, providing the organization with a clearer, data-informed understanding of how aging is changing across the Upper Shore.
As the Area Agency on Aging for the region, Upper Shore Aging serves more than 31,000 seniors through programs designed to help older adults remain healthy, safe, and independent in their homes. The newly completed assessment provides the organization with a stronger foundation for strategic planning, service coordination, and collaboration with community partners.
A region-wide effort grounded in community input
Rivers & Roads Consulting led the research and analysis for the Needs Assessment, guiding a multi-phase process that combined regional data analysis with extensive community engagement. Listening sessions were held in Denton, Chestertown, Easton, Federalsburg, St. Michaels, and Tilghman Island to hear directly from seniors about their experiences aging in their communities.
In addition, the consulting team conducted individual stakeholder interviews with service providers, healthcare leaders, nonprofit organizations, and local officials working across Caroline, Kent, and Talbot Counties. These conversations helped ensure the report reflects both statistical trends and the real-world challenges seniors encounter when trying to access support.
The result is a report designed not just to describe conditions, but to help leaders understand how demographic shifts, service demand, and community resources intersect across the Upper Shore.
“This project was about stepping back and looking at the full landscape of aging on the Upper Shore,” said Sam Shoge, Partner at Rivers & Roads Consulting. “Upper Shore Aging wanted a clear, honest understanding of the pressures seniors are facing today and how those pressures are likely to evolve. Our role was to guide that process, engage the community, and turn a large amount of information into a report that leaders can actually use.”
A planning tool for the future of aging services
The Needs Assessment explores a range of issues affecting older adults across the three counties, including demographic change, financial vulnerability, housing pressure, transportation access, caregiver stress, social isolation, technology readiness, and the complexity of navigating benefits and care systems.
Together, these factors illustrate why aging services must evolve alongside the communities they serve. The report helps Upper Shore Aging better understand emerging pressures while identifying opportunities to strengthen coordination, outreach, and access to services.
